This report gives a detailed account of the emergence of policies in 1994-1995, based on several hundred interviews, reports from Tibet, and internal Chinese documents. It consists of two parts: the first an analysis of the political developments leading to the deterioration in human rights, and the second a description of coercive practices. It includes the first study of compulsory labor in Tibet, a practice which is increasing in the Tibetan countryside under the new economic policies and contains the case histories of all Tibetans known to have been arrested for political reasons during 1995.
